English Language Development/ELD
Services
The services available through the Fresno County Superintendent of Schools ELA/ELD Team are provided by a group of experienced educators with expertise in literacy instruction, English Language Development, instructional coaching, and district and site leadership. The ELA/ELD Team offers comprehensive support to districts and schools, ranging from system-level guidance and leadership development to classroom-based coaching and model lessons. These services are designed to strengthen instructional practices and improve student outcomes across grade levels.
The ELA/ELD Team includes English Language Development specialists serving grades TK–12 who provide targeted support to advance English Learner achievement. Team members offer professional learning, coaching, and technical assistance in Designated and Integrated ELD, as well as support related to ELPAC assessment administration, analysis, and instructional application of results. Districts and schools may access these services as part of a coordinated approach to strengthening literacy instruction, language development, and English Learner programs.
Multilingual Learner Network
To further support districts and schools, the ELA/ELD Team facilitates a Multilingual Learner Support Network that meets quarterly. This network provides timely updates on new and evolving state and federal policies, assessment guidance, and instructional supports related to multilingual learners. Meetings also serve as a collaborative space for districts to share promising practices, ask questions, and build collective capacity to improve outcomes for multilingual students.
In addition, the ELA/ELD Team has launched a Multilingual Learners Google Site that serves as a centralized repository of resources designed to support districts and teachers in their work with multilingual learners. The site includes curated tools, templates, links, past network meeting presentations, and guidance documents related to ELD instruction, ELPAC assessments, program design, and compliance requirements. This living resource is regularly updated to ensure districts have access to current information and practical supports they can immediately apply in local contexts.
English Language Development Standards
California Education Code (EC) Section 60811 requires the State Board of Education to approve English language development (ELD) standards for pupils identified as English learners. The standards shall be comparable in rigor and specificity to the standards for English language arts (ELA), mathematics, and science.
